The story takes place in two time frames—the present and 10 years before the shooting—and jumps back and forth between them. While the "past" takes place over a week, the "present" narrative develops across many hours.

Lena will mostly hear the current account as she works with Frank outside the station to identify the gunman and find a way to free the hostages. Sara is aware that Jeffrey may quickly pass away if the bleeding is not stopped, even though he has not sustained any deadly injuries inside the station. He lapses into unconsciousness, giving us glimpses into the past and the case that foreshadowed the current shooting via Sara and Jeffrey.
