A lady falls dead beneath the wheels of a moving bus in Gerrardsville, Colorado. Suicide is suspected in the deceased. However, Jack Reacher saw the actual events: a guy wearing jeans and a gray sweatshirt moved discreetly, pushing the girl to her death before snatching her pocketbook and leaving. Reacher recognizes that another murder that is declared an accident is not a coincidence. Reacher has to find the people guilty right now since there is a murderer on the loose.

However, Reacher is oblivious to the fact that these crimes are a part of something considerably bigger and more complex: a foster child on the run, a cabal of powerful individuals engaged in a complex and covert scheme, and an arsonist seeking retribution. They make a serious mistake, yet there's no space for error. They don't see Reacher as a danger. "The danger must be eliminated as soon as possible and permanently if any step is compromised. Too much is at risk to begin avoiding shadows." Reacher, however, is not a shadow. He is a physical being. and unrelenting in her pursuit of putting things right. There is no backup plan when Reacher poses a danger.
