Joel Backman, an infamous Washington power broker who has been imprisoned for the last six years, receives a contentious last-minute pardon from the departing president during his final hours in office. Nobody is aware that the President only grants the pardon subsequent to intense pressure from the CIA. Backman seems to have gotten information during his prime as a power broker that might jeopardize the most advanced satellite monitoring system in existence.

Backman has his identity and name changed, and he is surreptitiously transported out of the nation aboard a military cargo jet, landing in Italy. The CIA will eventually tell the Saudis, Chinese, Russians, and Israelis where he is, after he has become comfortable in his new life. The CIA will then proceed to do what it does best, which is observe. There is no possibility that Backman will survive, thus that is not the issue. The CIA wants an answer to the question, "Who will kill him?"
