Following the assassination of CIA agent Jenny Sikwell in a remote Maine town, national security concerns are raised by officials right away. Ex-Army Ranger Travis Devine's analytical mind makes him especially well-suited for difficult, high-stakes work. He spent his time in the military training to take on any scenario, and his brief corporate career chasing shadows in the most powerful rooms. His importance was demonstrated when he brought down the biggest financial conspiracy in history; by contrast, this case seems simple. But secrets lurk in tiny villages, and Devine finds himself once more on the outside.

Devine needs to gain the favor of the villagers, who have a great deal of mutual distrust and have known one other for their whole lives. Jenny's brother Dak is trying to get the community back on track. The deceased lobsterman Earl discovered Jenny's body. And Jenny's sister Alex, who too has a troubled history. Answers seem to emerge and then morph into new questions as Devine gets to know the people of Potter, Maine. Secrets and people who will do everything it takes to prevent them from being revealed have a long history. leaving Devine unsure of who to trust—or who would want him dead.
