The witch who resides in the woodland receives an annual offering of a newborn from the Protectorate's citizens. With this sacrifice, they believe she won't terrorise their village any more. Xan, the forest's witch, is compassionate and loving, however. She lives with a Perfectly Tiny Dragon called Fyrian and a knowledgeable Swamp Monster named Glerk. Xan feeds the newborns with starlight as she rescues the abandoned kids and brings them to warm-hearted people on the opposite side of the jungle.

One year, Xan feeds a newborn by mistake moonlight rather of stars, endowing the common infant with incredible power. Luna is an enchanted girl who Xan names for herself and thinks she has to nurture as her own. Xan seals her magic deep inside Luna, shielding the little girl from her own uncontrollably strong strength. Luna's power starts to show as she gets closer to becoming thirteen, but Xan is far away. In the meanwhile, a young Protectorate man is committed to slaying the witch in order to set his people free. Luna will soon have to defend those who have stood up for her, even if it means putting a stop to the secure and loving world she has always known.
