Harry Bosch is brought in to investigate a murder that could have terrifying ramifications for national security in his first case as a member of the esteemed Homicide Special team, after his departure from the LAPD's Open Unsolved Unit. A physician with a hazardous radioactive material is discovered dead in the car's trunk. Harry discovers, upon retracing his travels, that a significant amount of radioactive cesium was taken just before to the doctor's death. Harry thinks the murder may have been a part of a terrorist plan to poison a large American metropolis since the cesium is in the hands of unknown people.
Before long, Bosch finds himself in a race not only against the perpetrators but also against the FBI and the Department of Homeland Security, represented by Rachel Walling, Harry's former flame, who are certain that this case is too significant for the likes of the Los Angeles Police Department. It is Bosch's responsibility to disprove each of them.
